The governance of your governance documents

Your policies govern your data, your security and your AI. Who governs your policies? Promulga takes every policy, standard and procedure from the first draft to the official, versioned PDF, with fixed deadlines, reminders and a complete audit trail, so that Data Owners, who are rarely IT people, simply know what to do and by when.

Why it matters

Document governance is governance

DAMA-DMBOK, ISO 27001, NIS2, GDPR and the EU AI Act all expect written, approved, current and known rules. In practice they live in shared folders and mailboxes: nobody knows which version is in force, reviews drag on for months, approvals are a forwarded e-mail, and the auditor finds a policy last reviewed three years ago.

Reviews that never end

Without a deadline and a reminder, a review takes as long as the busiest reviewer. Promulga fixes the duration of each stage and follows it up for you.

Ten copies, one truth

Every reviewer comments their own copy, the owner merges by hand. Promulga keeps a single working version, and one official PDF per version.

No evidence

Who approved what, when, and was it read? Promulga records every action and turns it into evidence for the audit.

The life cycle

One clear process, the same for every document

Promulga implements the life cycle most governance frameworks describe. The flow is deliberately fixed: everybody learns it once. Only the timing (deadlines, reminders, periodic review) is configurable.

BPMN diagram of the governance document life cycle in Promulga Five lanes: Document Manager, Owner, Reviewers, Approvers and Promulga. The manager creates the document; the owner drafts it (4 weeks); if there are reviewers they comment (2 weeks), then the owner revises (2 weeks); the approvers approve or reject (2 weeks); a rejection returns to revision; when all approve, Promulga publishes a stamped, versioned PDF. Timers send reminders; a periodic review starts a new revision. Document types

Built for the documents of a governance framework

Seven types out of the box, each with its reference prefix and icon (POL-0007, STD-0012…). Add or rename types in one line; tag them by domain, regulation and audience to build the navigation of the portal.

Policy

Politique · Beleid

The framework rule: high-level governance and mandatory compliance.

Standard

Standard · Standaard

The measurable norm everybody must respect, e.g. a data quality standard.

Guideline

Ligne directrice · Richtlijn

A recommended direction: good practice, flexible but advised.

Procedure

Procédure · Procedure

A sequential, step-by-step operational process.

Work instruction

Mode opératoire · Werkinstructie

How to operate a tool or a data treatment, in practice.

Tutorial

Tutoriel · Handleiding

Learning material to get started with a tool or a concept.

Reference

Document de référence · Referentiedocument

A permanent source of truth: data dictionary, glossary, catalogue.

Features

Everything a document governance needs, nothing more

A fixed, proven life cycle

Draft, review, revision, approval, publication. Configurable deadlines (4/2/2/2 weeks by default), reminders and a daily digest for Document Managers.

Word stays Word

Check-out / check-in of the .docx, or the built-in online editor (OnlyOffice) where every reviewer comments the same single version.

Official, versioned PDF

Automatic cover page and version history, variables in the document, stamped footer on every page, SHA-256 fingerprint, optional electronic seal.

A portal to find them

Published documents only, browsed through your own tag hierarchies (domain, regulation, audience) and full-text search. Public, sign-in or intranet only.

Proof for auditors

Append-only audit log, read & acknowledge campaigns, periodic review dates, segregation-of-duties warnings, indicators.

Publish to your web site

Push the documents tagged “public” to GitHub in one commit: index page, PDFs and a DCAT-AP catalogue for data catalogues.

Modern sign-in

Passkeys (Windows Hello, Touch ID, security keys), single sign-on (Entra ID, Google, Keycloak) or e-mail and password.

Your server, your data

One Docker Compose on a small VM or a laptop. No cloud subscription, no per-user licence up to 20 editors. GDPR-friendly by design.

Licence & support

Free up to 20 editors. Unlimited readers.

Owners, reviewers, approvers and Document Managers are editors: up to 20 of them, Promulga is free. Readers of a public portal need no account and are unlimited. You install it on your own server; support is best effort, and professional help is available on request.
